For more than a decade, Lebanons political class has been largely split between Iran-backed movement Hezbollah and its allies, and a Saudi-supported coalition led by Prime Minister Saad Hariri.
Hariri stepped down from his post on November 4 in a televised address from Riyadh, sparking fears Lebanon would be caught up in the spiralling tensions between Riyadh and Tehran.
Sunni Muslim powerhouse Saudi Arabia and Iran, the predominant Shiite power, are long-standing rivals based as much in geostrategic interests as religious differences.
According to a memo seen last week by AFP, the Saudi request for an Arab League meeting was based on a missile it says its air defences intercepted near Riyadh after being fired from Yemen on November 4.

Over 15,000 scientists hailing from more than 180 countries just issued a dire warning to humanity:
Time is running out to stop business as usual, as threats from rising greenhouse gases to biodiversity loss are pushing the biosphere to the brink.
The new warning was published in the international journal BioScience, and marks an update to the World Scientists Warning to Humanity issued by nearly 1,700 leading scientists 25 years ago.
The 1992 plea, which said Earth was on track to be irretrievably mutilated baring fundamental change, however, was largely unheeded.
Some people might be tempted to dismiss this evidence and think we are just being alarmist, said William Ripple, distinguished professor in the College of Forestry at Oregon State University, and lead author of the new warning. Scientists are in the business of analyzing data and looking at the long-term consequences. Those who signed this second warning arent just raising a false alarm. They are acknowledging the obvious signs that we are heading down an unsustainable path.
The new statementa Second Notice to humanitydoes acknowledge that there have been some positive steps forward, such as the drop in ozone depleters and advancements in reducing hunger since the 1992 warning. The war of words between the US President and the former Democratic nominee is showing no signs of abatement. Hillary Clinton has accused Donald Trump of constantly talking about her, adding that she's got no intention of being silenced. The Merkel-led conservative block, the Greens and the market-friendly FDP have until Sunday evening to reach common ground on a possible coalition. Talks have stalled as parties clash on migration and the environment.
Exploratory coalition talks continued late into Saturday as Chancellor Angela Merkels CDU, their sister party CSU, the Greens, and the market liberal FDP struggled to create a framework for the so-called Jamaica government.
They said the talks would be concluded by Sunday evening, with or without an agreement. After four weeks of discussions, the parties are believed to remain far apart on the key issues of climate change, focused on the phasing out of coal, and immigration.

Gen. Keith Kellogg; and I have quite a few more. But thats a group of some of the people that we are dealing with. We have many other people in different aspects of what we do, but thats a representative group.
Of the five, only Keith Kellogg landed a job with the administration. He briefly served as interim National Security Adviser after Michael Flynn resigned, and now he serves as the Executive Secretary and Chief of Staff of the National Security Council.

The top officer at U.S. Strategic Command said Saturday an order from President Donald Trump or any of his successors to launch nuclear weapons can be refused if that order is determined to be illegal.
Air Force Gen. John Hyten, commander of Strategic Command, told a panel at the Halifax International Security Forum on Saturday that he and Trump have had conversations about such a scenario and that he would tell Trump he couldnt carry out an illegal strike.
If its illegal, guess whats going to happen. Im going to say, Mr President, thats illegal. And guess what hes going to do? Hes going to say, What would be legal? Hyten said.

RAMALLAH/WASHINGTON (Reuters) Palestinian officials expressed surprise on Saturday at a U.S. decision to close the Palestine Liberation Organization office in Washington unless the group enters peace negotiations with Israel, and said they would not surrender to blackmail.
A U.S. State Department official said that under legislation passed by Congress, Secretary of State Rex Tillerson could not renew a certification that expired this month for the PLO office, given certain statements made by the Palestinian leaders about the International Criminal Court.
The law says the PLO, the main Palestinian umbrella political body, cannot operate a Washington office if it urges the ICC to prosecute Israelis for alleged crimes against Palestinians.
In an address to the United Nations General Assembly in September, Palestinian President Mahmoud Abbas said the Palestinian Authority called on the ICC to open an investigation and to prosecute Israeli officials for their involvement in settlement activities and aggressions against our people.
The State Department official added that restrictions on the PLO in the United States, including the operation of its Washington office, could be waived after 90 days if U.S. President Donald Trump determines the Palestinians have entered into direct, meaningful negotiations with Israel.

Their eyes feel familiar to you it is as if you have looked into them a million times over. We all know the eyes are said to be the mirrors of the soul, this proves that to be true. Every person has unique iris patterns and when you meet someone you have met in a past life you just know.

Milchan, a longtime friend of Netanyahu who reportedly sent him boxes of expensive cigars and other items worth tens of thousands of dollars, was himself questioned in September.
Sundays questioning would be the sixth time Netanyahu has faced police investigators in recent months.
Investigators have also questioned the premier on suspicions he sought a secret deal for favourable coverage with the publisher of the top-selling Yediot Aharonot newspaper.
The alleged deal, not believed to have been finalised, would have seen Netanyahu receive positive coverage in return for helping curb Yediots competitor, the pro-Netanyahu freesheet Israel Hayom.
Netanyahu has consistently denied any wrongdoing and says he has been the target of a campaign by political opponents.
Police would not confirm the reports of the latest questioning, which was widely reported in the Israeli media on Sunday.
Earlier this month, Netanyahu confidants Yitzhak Molcho and David Shimron, partners in a law firm and both relatives of the premier, were questioned by police as part of a probe into suspected corruption around the purchase of German submarines.
Netanyahu himself has not been named as a suspect in the submarine case, but reports said he might give testimony into the affair on Sunday.

We estimate the degree to which individual police officers practice racial discrimination. Traffic police regularly discount the charged speed on drivers tickets to avoid a discrete jump in the fine schedule. This behavior leads to an excess mass in the distribution of charged speeds just below the jump. Using a bunching estimation design and data from the Florida Highway Patrol, we show that minorities are less likely to receive this break than white drivers. We disaggregate to the individual police officer level and find significant heterogeneity across officers in their degree of discrimination, with 40% of officers explaining the entirety of the aggregate discrimination. Our measure of discrimination is easy to calculate and can be used by police departments as part of an early warning system. Using a simple personnel policy that reassigns officers across locations based on their lenience, departments can effectively reduce the aggregate disparity in treatment.

Those of you who have been involved in the running of a hackerspace or makerspace will know the never-ending struggle to maintain financial solvency, and the quest for sources of income to move your organisation forward. Its certainly a topic upon which Hackadays crew have some experience, more than one of us has helped run a space.
A good avenue to explore lies with community grants: money from organisations on a philanthropic basis to invest in community organisations. These can come from charities, governmental organisations, or even from companies as part of their corporate social responsibility. Its this last source of grant money that claims our attention today, because we are in the final days of voting for the Aviva Community Fund, in which the British financial and insurance company makes grants for worthy causes across the country. The causes compete to gain as much support as they can, and hope to thus win their prize.
Among the many worthy recipients of the cash are a selection of hackerspaces. First up are Hitchin Hackspace, whose Big Hak full-size rendition of a Milton Bradley Big Trak toy was featured in our coverage of EMF Camp 2016. They are building a new space in what well call a redundant community facility because it sounds better than Former public toilet, and winning a grant will help them a lot in that aim.
Then we have East London Makerspace. They have secured an unused garage to turn into a makerspace, as the capitals population of our community swells to support ever more spaces in its different suburbs. Like Hitchin, the money would go to the essential work involved in creating a functioning space where previously there was nothing.
Finally, we have the unexpected, a heating system from Milton Keynes Men In Sheds. If you know about Men In Sheds as a community organisation for older people, youll be wondering why this is listed here. What we havent told you is that MK Makerspace is a subgroup of the MK Shed that occupies the upstairs portion of their building, and what warms the Shedders also warms the hacker community of one of Britains new towns.

And while progress has been made on the UNFCCC traditional knowledge Platform for engagement of local communities and Indigenous Peoples, Indigenous Peoples rights are not fully recognized in the final platform document of COP 23. The burden of implementation falls on local communities and indigenous peoples.

The primary work of the Indigenous Caucus within the UN climate conference focused on a platform that was established in Paris in 2015, in the Paris Agreement. This platform is through decision 1/CP.21 paragraph 135, with a mandate to facilitate the integration of indigenous and local knowledge systems as well as the engagement of Indigenous peoples and local communities related to climate change action, programs and policies. The challenge for our Indigenous Caucus is that the countries that are parties to this UN climate conference are very cautious on the process and rules for inclusion of Indigenous peoples in a decision-making role in the operationalizing of the platform. We need to be clear that on the final day of this two week 23rd Session of the Conference the Parties (COP 23), of the United Nations Framework Convention on Climate Change (UNFCCC) has not recognized our rights. The final document from the parties to this conference says they only will consider their respective obligations on the rights of indigenous peoples and local communities.

They pop up from time to time on the web and find their way into Google's search results. In an ideal world, Google's search algorithm should force these fake, pernicious creatures so low in search results that they are buried deep in the web where few can find them.

And after a breaking news event, like a mass shooting, there's scant verified information for Google's engine to promote. Bitcoin cash price is struggling to break $1250 against the US Dollar. BCH/USD might continue to struggle as long as there is no close above $1250-1300.
This past week we saw a major decline in bitcoin cash price from the $2600 swing high against the US Dollar. The price traded below the $2000, $1500 and $1000 support levels. A low was formed at $835 from where the price started an upside correction. Moreover, the 100 simple moving average (H4), currently at $950 also acted as a support and prevented losses. There was a corrective wave above the $1000 level.
However, the price struggled to move above the 23.6% Fib retracement level of the last decline from the $2600 high to $835 low. There is also a major descending channel forming with resistance at $1225 on the 4-hours chart of BCH/USD. The same channel resistance is acting as a monster hurdle for buyers near $1225-1250. As long as the price is below $1250, it remains in a downtrend. Upsides remain capped until there is a close above the channel resistance at $1250.
On the downside, the 100 simple moving average (H4), currently at $950 is a major support area. Below $950, the channel support is at $680. Therefore, if the pair fails to move above $1250, there is a chance of a downside move toward $950 or even $700.

4-hours RSI (Relative Strength Index) The RSI for BTC/USD is currently above the 50 level.

KT: Mr Ahluwalia, lets start with demonetisation, which earlier this month marked its first anniversary on the 8th. In an essay on his blog, put up the night before, the finance minister said this is watershed moment in the history of the Indian economy, and then he added that this has ended Indias traditional chalta hai attitude about corruption. How do you respond to that boost?
Montek Singh Ahluwalia: Well, I mean, you know, the finance minister is obviously keen to present the most positive picture he can think of. I wouldnt have called it quite that dramatic a development.
KT: Not a watershed?
MSA: I dont think so. I mean, np look. Its been highly, its probably been the most discussed initiative of the government, of any government for a very long time. Primarily because it was, in some sense, a very bold move, because after all, youre taking out 86% of the currency, and thats not a marginal change. But you know, I go along with the general assessment that its been quite disruptive, probably more disruptive than the government itself imagined. Its had a negative impact, particularly on the informal sector, which was the most cash dependent. The negative effect is probably now over, so whatever the costs, they are behind us. Whether it affected corruption or not, I have my doubts. Because, you know, I dont think that if you just take away a lot of money and hand back new money, that affects corruption. Its very important to affect corruption, but you need to make some systemic changes that will do that.

Those who view extremist content online in the UK could face up to 15 years in prison if new measures are implemented. Punishments would apply equally to those who view jihadist as well as far-right forms of extremism. Home Secretary Amber Rudd unveiled the proposed measures at the Conservative Party Conference.

Gabe Brown is a pioneer in regenerative land management, which helps restore soil health. I had the opportunity to visit his farm in Bismarck, North Dakota, this past July. Brown travels widely to teach people how to build soil, without which you cannot grow nutrient-dense food.
I previously interviewed him online but decided it was time to visit him on his farm and see his operation firsthand. Unfortunately, we had not anticipated the drought he had when we planned the visit. I believe he only had a quarter-inch of rain the entire year when I visited him on July 8, so the videos we shot were not as impressive as they could have been, but nevertheless were orders of magnitude better than his neighboring farmers that were still using conventional methods.
The challenge facing most farmers today is that conventional agriculture has really decimated the topsoil with tilling and the use of synthetic fertilizers, both of which disrupt and destroy microbial life. Maria-Helena Semedo of the Food and Agriculture Organization of the United Nations has warned that at the current rate of topsoil degradation, all the worlds topsoil will be gone in less than 60 years.1
Browns farm was founded by his in-laws in 1956. They farmed it conventionally, using tillage, synthetic fertilizers, pesticides and other chemicals until 1991, when Brown and his wife purchased the farm. Brown continued farming conventionally until 1993, when a good friend and no-till farmer convinced him to make that transition. Two years later, in 1995, he began diversifying his crops.

Here is an unrelated topic, but part of the general topic of tax incidence. Do federal employees pay income tax on their wages? I know they do nominally, but that tax goes back to their employer, the federal government. So, doesnt that mean that, while their actual salary may be lower than their official nominal salary, they actually dont pay any tax? (NB: this is quite different from a private sector employee whose after-tax salary is less than the pre-tax salary. In that case, the difference between the two does *not* go to the employer, creating a gap between what the employer pays and what the employee receives.)
For example, suppose a private firm and the federal government both value a workers output at $100k/yr and the tax rate is 20%. The private firm offers the worker $100k and the worker receives $80k after paying taxes. The federal government, however, can offer the worker $125k in nominal salary, *knowing that it will receive $25k back in income tax*. The net result is that the federal government pays $100k and the worker receives $100k after taxes, i.e., the worker earns $100k tax free, $20k more than he or she would earn at the private firm. Another way of seeing this is to note that taxes paid by employees are economically equivalent to taxes paid by employers. So, if employers received rebates for income taxes paid by employees, then the net income tax would be zero. Well, the federal government *does* receive a rebate for all income taxes paid by employees!
Doesnt this mean that taxes are doubly distortive? Not only do they discourage employment by creating a gap between what (private) employers pay and what workers receive the usual cited distortion they also distort the *composition* of the workforce by allowing the federal government to crowd out other employers.

Most nights, once the children are in bed and the house is quiet, I light a beeswax candle. Its a little ritual Ive had for the past few years and one I look forward to every evening. It signals the end of the day a time to settle in and take rest.
I choose beeswax candles because the alternatives are brimming with chemicals that I dont want in my home. Even natural soy wax? Yes! Its actually chemically bleached, heavy metal hydrogenated (they use nickel) soybean oil a process that is environmentally disastrous. And because it has such an awful aroma, natural soy wax candles are always heavily fragranced. I choose not to wear perfume or burn artificial fragrance because the side effects are awful.
